    Yes, it is compatible with Arduino uno. You need to use Arduino uno at  both TX and RX Side.

    The bit rate of VLC Kit is 38400. This is standard bit rate. You can not change it.

    It cannot be done for the 9600 baud rate it works only on 38400 baud rate.

    It supports up to  maximum distance of One feet (30 CM) , you can increase the distance up to 6 feet by cascading the LED panel parallel. You can transmit form one PC and receive at another PC.
